I have an XPS file that I want to print. Can I do this with XPS Viewer or export the file (cut and paste?) to another program then print it?

Unfortunately, the application does not offer you a print option. However, Windows already features an application you can use to print XPS files. Try to remove this application and use the native application. You can access print from File > Print or from CTRL + P directly.
